Casino Licensing Explained

Every casino website claims to be licensed. The claim is worth nothing until you know who issued the licence, what that regulator actually enforces, and whether the licence covers you in your country. The gap between the strictest and loosest regimes is enormous, and it decides what happens the first time something goes wrong with a withdrawal.

The UK Gambling Commission

The UKGC runs one of the strictest regimes in the world. Licensed operators must verify age and identity before play, segregate player funds, connect to GAMSTOP so a single self-exclusion covers every licensed site, and follow strict rules on advertising and VIP schemes. Fines are routine and public; the regulator has issued penalties in the tens of millions of pounds for anti-money-laundering and social responsibility failures. Verification takes two minutes on the Commission’s public register, which lists every licensee by company name. If a site claims a UK licence, the register either confirms it or it does not exist.

Canada: Ontario’s Open Market and the Provincial Platforms

Canada regulates gambling provincially. Ontario opened a licensed online market in April 2022 under iGaming Ontario and the Alcohol and Gaming Commission of Ontario, bringing dozens of private operators under provincial rules on responsible gambling, advertising and fund protection. Elsewhere, provinces run their own platforms, such as PlayNow in British Columbia and Espacejeux in Quebec. Offshore sites serving other provinces sit in a grey zone: not licensed in Canada, not necessarily illegal to use, but entirely outside Canadian consumer protection.

Malta, Gibraltar and the Middle Tier

The Malta Gaming Authority licenses a large share of the European industry. Its standards on game testing, fund segregation and dispute resolution are real, if enforced with less public aggression than the UKGC’s. Gibraltar and the Isle of Man occupy similar ground: credible regulators whose licences signal a serious operator, even where they cannot help you as directly as a home regulator would.

Curaçao and the Offshore Floor

A Curaçao registration has historically guaranteed very little. The jurisdiction spent decades issuing sub-licences with minimal oversight and no meaningful dispute process; a reform of the regime began in 2023, but the practical protection still trails the European regulators by a wide margin. A casino whose only credential is a Curaçao seal is asking you to rely on its goodwill.

How to Verify a Licence

Scroll to the site footer, note the company name and licence number, then find the regulator’s own register and search for it. Do not trust a clickable seal on the casino’s page, which anyone can fake. If the operating company in the footer does not match the register entry, treat the site as unlicensed. Once the licence checks out, our guide to how online casinos work covers evaluating the product itself, and our older piece on picking a casino as a British player walks through the practical steps.

Frequently Asked Questions

Does a licence guarantee I will get paid?

A strong licence guarantees a process: segregated funds, complaint routes and a regulator with the power to fine or revoke. That is not the same as a guarantee, but it converts a plea into an enforceable complaint.

Why do casinos choose offshore licences at all?

Cost and freedom. Strict licences carry high fees, taxes and compliance burdens, plus restrictions on bonuses and advertising. Offshore registration is cheaper and looser, which benefits the operator rather than the player.

What is GAMSTOP?

GAMSTOP is the UK’s national self-exclusion scheme. One registration blocks your details across every UKGC-licensed site for the period you choose, six months to five years. Participation is mandatory for licensed operators.
